Will cloudmin work with ubuntu 9.10, Ubuntu Enterprise Cloud and Eucalyptus
Cloudmin will work with Ubuntu 9.10 (amongst other things). At it’s core, it’s just a bunch of Perl with few dependencies, so it’s just a module that sits on top of Webmin.
You may run into some trouble if you were also hoping to run Virtualmin on the same server as Cloudmin. Virtualmin has more dependencies – and the Ubuntu LTS releases are the only Ubuntu versions supported by the installer.

So I can setup vms on Ubuntu. Just wondering does this work with Xenserver or xen cloud platform
Well, just so that you know what you’re getting yourself into, you may want to poke through the Cloudmin docs a bit. Those are available here:

As far as what version it is – what’s been tested are the various Xen packages provided by Linux distribution vendors such as RHEL, CentOS, and the like.
From what I understand, those are a bit different than the Citrix Xen Cloud and Xen Server products… which I don’t believe would run on Ubuntu either
The Xen package that comes with RHEL/CentOS is the best tested, and will be the least amount of work to get up and running.
However, I believe what’s available in Ubuntu’s apt repository I should work as well. That said, before you go and buy it, I might suggest filing a support request (using the Support link above) and asking there whether there’s any known issues with Cloudmin’s Xen support running on Ubuntu.
