After I finished setup anything on my vps, I always turn off the webmin or stop it by executing /etc/webmin/stop.
My question is: Are there any downside or negative effect when I turn off webmin since I use webmin rarely to utilize some feature of it to manage my server easier?

Nope, there aren’t any downsides.
If you don’t need Webmin all the time, that’s a thing some folks do… just stopping the service until it’s needed.
Note that other folks leave it running all the time, but change the port to an alternate port.

I think to change the default port is useless since it can be detected by the tool which port is currently opened and suspected to used to log in to Webmin
But, anyway, thank it is very helpful.
