Here’s where I might start – after logging into your server as root, ‘cd’ into “/var/webmin/cache”, and delete the files in that cache directory.
It’s possible that file that was cached there was somehow corrupted. By deleting it, that’ll force Virtualmin to try downloading it again next time you try to install Redmine.
