phpmyadmin blank page hardening

Hi,

Lately I have installed mod_security + OWASP when accessing phpmyadmin show blank page. In source there is information:

Javascript must be enabled past this point!

Even when disable mod_security2

a2dismod security2
service apache2 restart

still the same error appears, have no clue what could be the reason.

OK I have no created a new vhost and install phpmyadmin there in root of the domain.

How to make an access for all users from all vhosts using this phpmyadmin?
