I think you may be calling the wrong API … it looks like you are trying to use the Webmin XML-RPC API instead of the one for Virtualmin.
Can you tell me what you are trying to get Virtualmin to do via the API?
So you are trying to make xml-rpc calls to the Virtualmin API? At the moment, that is not possible … the only format it supports for requests is simple URL parameters, and responses are always in text format.

Do you mean via virtual-server/remote.cgi , or xmlrpc.cgi ?
The latter is controlled by the setting at Webmin -> Webmin Users -> username -> Permissions for all modules -> Can accept RPC calls?.
