Cloudflare does not proxy those ports, and does not proxy email on any port; thay do not offer mail proxying services. Network ports · Cloudflare Fundamentals docs
I recommend you not go through Cloudflare for Webmin/Usermin or mail. i.e. use a name you are not proxying through Cloudflare.
If you must go through Cloudflare to get to Webmin/Usermin for some reason, you can move Webmin and Usermin to one of the HTTPS ports supported by Cloudflare. It is easier to just not use a proxied connection for those services, though.
For email, you cannot change the port, as Cloudflare does not offer email proxying. You must use a name you are not proxying through Cloudflare for all mail services.

Cloudflare cannot proxy any email protocol.
