Limiting resource consumption

I have a virtual website that uses more resources constantly. I have checked and scanned for malware, and the website is clean. It is a WordPress site. The only thing that could be causing resource consumption is the Gravity forms plugin, but I am not sure. Could I set a maximum number of processes, like 10, to control it?

I was able to fix this issue by switching my PHP script execution mode from FCGId to FPM.
