how to install sarg and configure with virtualmin?
Virtualmin does not manage Squid. There would be no reasonable use for SARG in most Virtualmin systems.
If you run Squid independently of Virtualmin (on the Virtualmin server), I guess you could also install SARG and the SARG Webmin module, but it’s not related to Virtualmin. I’ll move this topic to the Webmin category.
