Use telnet to check of the port is open.
Talk to your hosting provider tech support, here is not the right place for it.

Please post mail.log errors when you try to connect might help, only the few lines that it effects.

If you see no errors then its a firewall issue.

You need to show us the relevant mail log entries (not the whole log, just the relevant few lines). We always need to see the actual errors, “it doesn’t work” is not useful information.
