It sounds like what you may want are “Website access users”. You can create one of those by going into Edit Mail and FTP Users, and select “Add a website FTP access user”. That will create a user who can manage website content.

Just FYI, users can still easily access the home directory, for example with a php or perl script etc
Oh, I think I misunderstood what you wanted… after re-reading your post, it sounds like you want to lock users into their home directories.
You can do that by going into Limits and Validation -> FTP Directory Restrictions.
From there, you can set it up so that FTP users can only access their own homedir.

Some error occurred：
Failed to save FTP directory restrictions : The virtual server’s home directory option cannot be selected unless the restriction applies to a specific server, in row 1
I’d recommend setting “All Virtual Servers” for the servers to apply to, and using “Users’ home directories” for the “Directory to restrict”.
