getting proftpd to work

hello -

i just installed virtualmin/webmin on centOS-7.

i can start & stop proftpd via webmin no problem, and can see the server starting and stopping successfully using ps aux | grep ftp;

when i do "ftp 127.0.0.1; i get ftp: connect: Connection refused

when i do netstat -an | grep :21 i dont see anything.

suggestions? thank you all very much.

SCRATCH THIS - port 21 not open, but port 22 is - so i had to use sftp mark@127.0.0.1 ; (and i should have known betterm sorry)
