I just installed latest virtualmin on fresh Ubuntu 22.04 vps server and have even restarted the vps once, but am unable to access it from a browser using https://82.165.210.77:10000/ OR http://82.165.210.77:10000/ and it won’t come up. I keep getting “Connection Timed Out”

An IP address is not a name, and does not propagate (well, BGP updates can take a little time, but that’s none of our business, none of us are operating the networks at that level) and doesn’t involve DNS.
