ERROR 1142 (42000) CREATE command denied to user 'root'@'localhost'

Hello I export and restore database MySql from Cpanel and no problem…
but when try do that in Virtualmin … I get this error …

ERROR 1142 (42000) at line 30 in file: ‘/tmp/.webmin/153271_26987_1_exec_file.cgi’: CREATE command denied to user ‘root’@‘localhost’ for table ‘ps_access’

how fix that …
