you may not be using Virtualmin as your DNS server then, whats you dns settings at your registrar

Ok same as me, so you created a DNS there, you need to edit that. Turn off DNS on your Virtual Server as that will cause issues.
Also once off you will see suggested records
handy for the SPF and DKIM

only place i can see to do anything about DNS on vultr

Bingo add the record there, check the suggested record in Virtualmin.
Vultr automatically adds a record CNAME * to cover all names needed, like www. mail. webmail.

like where do i get one …this record? i mean i can start to figure out how to put it into the vultr DNS, but i dont know where to get a record? or from who to ask to get one lol

The hardest one to copy in is the DKIM as you need to edit it and remove the brackets and remove the quotes except for the first and last. Vultr only excepts that format.

Like i said, the Virtualmin will publish the suggested records. Just copy SPF and DKIM
Vultr click Add record and make them TXT records.
