Does Virtualmin/Webmin use Webp protocol for anything?
webp is not a protocol, it is an image/video format.
And, no, there are no webp images or videos in Webmin/Usermin/Virtualmin. Though, if you have HTML/images enabled in Usermin, and if your browser is susceptible to webp exploits, then email could be a vector of attack.
