Is there any way to set options in the section “Mail forwarding settings” (“Deliver to this user normally” and “Forward to other addresses”) when creating or modifying users via CLI?
Or has this to be done via create-alias?

Sorry, that’s not something you can do from create-user at the moment, you’d have to do it from within create-alias.
Though, you could manually do it by creating a .procmailrc for the user in question, and adding the appropriate forwarding rule to the .procmailrc file.
You can take a look at what Virtualmin adds to the user’s .procmailrc when doing that from within the GUI, and you could just add those same lines yourself (or from a script) whenever they’re needed.
