When i attempt to create a new server there is not an option for a new top level server, only options are for alias of current server.
That means you’re logged in as a domain owner rather than root.
Oh, also, if it’s Pro and you’re out of domains on your license, that would also explain it.
it was licensing, it counts disabled servers and we have a limited licences on our dev server.
