can I use virtualmin to manage multiple real servers and divy them up into virtual servers or do I need the cloudmin software
Virtualmin manages websites (i.e. virtual hosts in Apache or nginx).
Cloudmin manages virtual machines using KVM or Xen (plus some other virtualization types and cloud computing resources at Amazon or Google Cloud in the Pro version).
