Apache crash during Let's Encrypt renewal

Operating system CentOS Linux 7.7.1908
Webmin version 1.942
Virtualmin version 6.09

We have an issue where it appears that apache fails to restart after an LE certificate renewal because, while reading config files and SSL certificates, the new certificate is written.

14:45:41.573 - LE reports that it is done
14:45:42.307 - Graceful requested
14:45:42.631 - ssl.cert written (ssl.key not yet modified)
14:45:43.047 - apache is reading configs, ssl mismatch, crash
14:45:43.619 - ssl.key written

This causes apache to crash, and subsequently takes all of our domains offline. Is there an adjustment that can be made to wait a few seconds before the graceful is requested?
