I was told that this Photo web application will be added to the version 7.0 release a while back, kind of impatient, how much would it cost to have the install script developed and added to my registered copy of Virtualmin so I can get to using it

Yes, I added that a while ago. I can send you (as Pro user) the script in a private message which you can add using System Settings ⇾ Script Installers page.
