About changing php version

Centos 7.9
From the Virtualmin panel it is easy to change the php version of a selected virtual server as super user.
I couldn’t find the same logged as a virtual server admin (less configurations as super user),
There are only options to manage configurations of each version.
How can this user change his php version?

It looks like a bug in Virtualmin. Even when this is enabled for a user, it doesn’t appear in the usermin interface.

In fact, the list of checked available modules and the actual available modules is wildly different (e.g. Custom Commands is disabled in user settings yet appears in Usermin)

Maybe we’re doing something wrong!
