@tpnsolutions Peter, I’m seeing the same thing. I even recreated the /etc/virtualmin-license file to say:
SerialNumber=GPL
LicenseKey=GPL
All updates are done, and restarted the server as well. Any ideas?

You should use Upgrade to Pro
from UI to upgrade to Virtualmin Professional. But at first you need an active license, as yours expired over a year ago.
Yeah, since COVID destroyed the business, we removed every subscription we could to reduce expenses – so my intent was to downgrade to GPL. I just found the answer here and have now successfully done that.
