What if we only showed it when the timezone was not set at all?
You could make the wizard 2 pages, primary and optional or even just one page and call it post install config. Settings do not need to be on separate steps.
There’s already two types of postinstall wizard page, one set of questions is “optional” and only gets asked if you choose to answer the optional questions. I don’t really like that, as it adds yet another question (the question being “hey, there are more questions, do you want to answer them?”). The very act of breaking it up makes it feel more complicated for users who are experiencing their very first moments with Virtualmin. New users at that stage have no idea what they’re doing and no idea how to answer some of the questions.
Vultr always set the server I create in Australia to UTC. There is no option to set.
A user likely knows what a timezone is and its purpose, right? Though I somewhat agree that having too many options might not provide the best experience, it’s also a trade-off. Not being able to easily fix basic things, like the timezone, can be equally frustrating for some users.
Time zone on a server does not matter. It is aesthetic, and has no bearing on functionality. Changing it at any time is harmless. It is not a priority to set it during initial configuration.
I can’t believe we’re having this conversation about whether time zone is so important that we should force every new user to see it before they even begin using the system. This is crazy. Absolutely a silly thing to force every user to interact with.
To be clear:
The postinstallation wizard should be for things that must be set for the system to function correctly. Time zone is absolutely not that.
It’s easy to change at any time, it’s harmless to change at any time. It’s ridiculous to put it in the wizard.

I’m not sure this would be a great feature—once the timezone’s set, the user already knows it.
It’s like putting a timezone display on your kitchen clock—more irritating than useful!

The time/date already links to the System Clock module, which allows setting time zone.
